U.S.-China Naval Power Transition,

the First Line of Naval Defense, and the Korean Peninsula

Inhwan Oh, Senior Research Fellow at EAI, examines the Trump administration’s 2025 Maritime Action Plan (MAP) as a manifestation of strategic adjustment amid a deepening U.S.-China naval power transition. Drawing on historical patterns and theoretical frameworks of maritime dominance, Dr. Oh argues that China’s industrial edge has placed quantitative strains on American naval primacy. Concluding with a forward-looking policy proposal, the author identifies the Korean Peninsula as both a sphere of U.S. strategic recalibration and a potential hub for shipbuilding industrial cooperation in the Indo-Pacific.
